The 11^th standing committee member of the CPPCC, board chairman of Tongwei Group Liu Hanyuan has recently received official replies for his proposals at the Two Sessions this year from the Ministry of Land, as well as General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ).

Mr. Liu submitted the proposals on resuming China Top Brand selection and implementing innovative compensation model for land requisition criterion. "Building honorable Chinese brands is a must to fulfill the dream of rejuvenating China with superior quality," according to Chairman Liu, "the selection of Top China Brand brought about a large number of Top Chinese brands in China and in the international arena. It has greatly promoted China’s industrial structural readjustment and optimized the allocation of resources, especially companies’ self-dependent creativity, quality management mentality, and product quality level. " Mr. Liu expressed his wish that the competent bodies could resume the selection of Top China Brand on the basis of adjustment and improvement for related selection mechanism and methods. Based on Chairman Liu’s proposal, the AQSIQ made a systematic investigation and survey, taking a slew of important measures to strengthen Chinese brand building.

Specifically, Mr. Liu said, competent bodies shall lead the selection, broaden the scope of participants and their free participation right, and reduce local government intervention. Meanwhile, social supervision and dynamic management should be strengthened. It is necessary to abolish the ’examination exemption regulation’, and further strengthen supervision with selective examinations and punishment, establishing a consumer supervision and offence-reporting mechanism for top Chinese brands.

July, 5, the Ministry of Land replied to Mr. Liu Hanyuan’s proposal of implementing innovative compensation model for land requisition criterion. The MOL attached great importance to the proposed suggestions of settling farmers by land retention and issuing dividends by equity participation. Meanwhile, Mr. Liu suggested the proportional distribution of incremental benefit from land for farmers be improved, through which the farmers could share the fruits of industrialization and urbanization.

"Submitting proposals is the important means for CPPCC committee members to perform their duties. It is also the important information source for the government to understand social views and appeals, and grasp economic development dynamic. Each committee member needs to perform the duty with heart. The emerging new problems and challenges in new circumstances also provide great opportunities for committee members to perform their duties. " said Mr. Liu.
