July, 3, the CPPCC Sichuan Committee members paid an inspection visit to the newly developed area of Tianfu (Tianfu New Area). The visiting group included Chairman of the CPPCC Sichuan committee Tao Wuxian, Secretary of the CPC Chengdu committee Huang Xinchu, Vice governor of Sichuan government Huang Yanrong, and Vice Chairman of CPPCC Sichuan committee. Board Chairman of Tongwei Group Liu Hanyuan was invited to the event and gave a keynote speech during the conference afterwards.

The members visited the Chengdu Planning Pavilion of Tianfu New Area, Chengdu Cloud Computing Center, Terminal 2 of Shuangliu airport, as well as the Faw-Volkswagon Chengdu Branch. Chairman Liu suggested making the interior decoration of the departure lounge with unique Sichuan twist.

At the conference afterwards, the members held discussions on strategic positioning, industry promotion, finance innovation, and traffic guarantee of Tianfu New Area. Suggestions were made focusing on the commonness and difficulties during development, as well as getting government policy support for land, energy, industry & commerce, revenue and finance, through the platform of political and consultative conference.

Chairman Liu said, the Central Government should set up special funds, i.e., the Tianfu New Area Development Fund to ensure the newly added local finances, revenues, administrative fees to be fully used for constructing the Area. He suggested preferential policy support for the State’s key industrial project layout.

Using more Made-in-Chengdu products, the automobile industry has become the fast-developing pillar industry of the Area. Chairman Liu held that State’s ministries and commissions need to give more policy support for modern industries like the automobile industry, especially the newly added spare parts, railway transportation equipment and spare part varieties industries, according to the List of Advantageous Industries by Foreign Investment in Central and Western China. It is necessary to increase time duration for joint venture in the fields of mechanical engineering (controlled by Chinese parties), railway transportation equipment and parts. The purpose is to encourage the West to undertake the transfer of internationally competitive industries. Chairman Liu also hoped that the State give review and approval support for major projects in the Area, following the principles of ’optimized procedure with shorter time and better service’, and establish a green channel for big projects.

In terms of policy support and preference, Mr. Liu suggested that support be given referring to the policy supports to Shanghai Pudong New Area, and Tianjin Binghai New Area.
